David Rouzer

About 

David Rouzer (R-N.C.) has represented North Carolina’s 7th Congressional District in the U.S. House of Representatives since 2015. He ran for reelection in 2022 with Trump’s endorsement and won with 58% of the vote.

Previously, Rouzer served in the North Carolina Senate from 2009–13 and was an assistant to the dean for the College of Agriculture & Life Sciences at North Carolina State University. He was also a senior level appointee of the president at USDA Rural Development and a senior staffer for former U.S. Sens. Jesse Helms (R-N.C.) and Elizabeth Dole (R-N.C.).

Throughout his career, Rouzer has pushed right-wing policy agendas. In 2015, for instance, he supported a government shutdown in an attempt to defund Planned Parenthood. In one of his first sponsored bills, he called for drug testing of welfare recipients

Since the 2020 presidential election, Rouzer has helped cast doubt on the legitimacy of Biden’s victory and downplayed the danger of the Capitol insurrection. He spread the Big Lie, objected to certifying the Electoral College results, and voted against both impeaching Trump for inciting the mob and establishing a special House committee to investigate the insurrection, among other measures. 

January 6, 2021

  • Just hours after Trump supporters stormed the Capitol, Rouzer joined 146 other congressional Republicans in refusing to certify Biden’s win of the 2020 presidential election.
  • On Jan. 7, 2021, Rouzer released an article on his congressional website in which he downplays the violence of the previous day. “Based on some of the interviews I saw of those protesting peacefully, many have a deep-seated distrust of our government institutions,” he wrote.
  • Rouzer voted against impeaching Trump for his role in instigating the attack on Congress and the Capitol, and for fanning the flames once the riot broke out. In a prepared statement, he wrote, “The impeachment of President Trump today does nothing to unite this country; it only makes that effort more difficult in the coming weeks and months ahead.”
  • Rouzer voted against establishing a House committee to investigate the genesis of the mob attack that disrupted the congressional election certification process.

The Big Lie

  • On Dec. 1, 2020, Rouzer signed a letter to Attorney General Bill Barr urging the Justice Department to investigate irregularities and accusations of fraud in the 2020 presidential election.  
  • On Dec. 10, 2020, Rouzer signed an amicus brief in a lawsuit filed by the state of Texas urging the U.S. Supreme Court to overturn the results of the presidential election in four swing states: Georgia, Michigan, Pennsylvania, and Wisconsin.  
  • On Dec. 17, 2020, Rouzer co-signed a letter to Congressional leaders requesting that they hold hearings to “probe all allegations of illegal conduct concerning the Nov. 3, 2020 elections” and “investigate systemic problems” with U.S. elections.
  • In justifying his vote against certifying the 2020 Electoral College results, Rouzer wrote in a prepared a statement: “I share the concerns of many Americans regarding the lack of security of widespread mail-in voting and the partisan actions of activist Democratic lawyers who succeeded in making questionable changes to the voting process while Americans were already casting their ballots.”
